Full TCF v2.4 support across web and app CMPs

TCF v2.4 is now the default for every new Gravito CMP workspace. Existing workspaces on v2.2 will migrate automatically over the next four weeks — with a diff of the vendor list changes surfaced in the dashboard before each rollout window.
